Guidelines on the development of a road traffic monitoring system in Vietnam from January 1, 2025

On November 15, 2024, the Minister of Public Security of Vietnam promulgated Circular 83/2024/TT-BCA which stipulates the construction, management, operation, exploitation, and use of the monitoring system to ensure security, order, and road traffic safety.

Guidelines on the development of a road traffic monitoring system in Vietnam from January 1, 2025

The development of the road traffic monitoring system  in Vietnamis conducted in accordance with the regulations in Article 5 of Circular 83/2024/TT-BCA as follows:

- Develop the traffic monitoring system in compliance with the National Technical Standards on the monitoring system to ensure the security, order, and safety of road traffic and the following requirements:

+ Ensure promptness, efficiency, and cost-effectiveness; prioritize the development of the traffic monitoring system on highways, national roads, and road traffic routes that are complex in terms of security, order, and traffic safety or important for economic, social, national defense, and security development;

+ Prioritize the use of existing transmission infrastructure built within the People's Public Security; in cases where the infrastructure within the People's Public Security does not meet requirements or has not been developed, service provider infrastructure may be rented;

+ Meet practical needs, be suitable for the road traffic infrastructure; ensure the ability to integrate and connect with existing traffic monitoring systems.

- The traffic monitoring system is designed to be compatible with the e-Government Architecture Framework of Vietnam and the regulations of the Minister of Public Security on the management, connection, and sharing of surveillance camera data within the People's Public Security.

- The development, upgrading, and transfer of the traffic monitoring system software must comply with the regulations of the Minister of Public Security on the development, upgrading, transfer, and maintenance of software within the People's Public Security.

- Before being put into operation, the traffic monitoring system must be tested and evaluated to ensure it meets technical and professional requirements.
