Guidelines for the utilization of funds for the construction, management, operation, and exploitation of the Database on Housing and the Real Estate Market in Vietnam

* Sources of Funds

- Regular expenditure from the state budget in Vietnam:

+ The central budget ensures funding for activities related to the construction, investigation, information collection, updating, maintenance, and operation of the housing and real estate market information system and database. These activities are carried out by the central government in accordance with the provisions of the law on state budget, information technology law, and related legal documents.

+ The local budget ensures funding for activities related to the construction, investigation, information collection, updating, maintenance, and operation of the housing and real estate market information system and database. These activities are carried out by local authorities in accordance with the provisions of the law on state budget, information technology law, and related legal documents.

- Other funding sources as regulated by law (if any).

* Expenditure Contents

- Expenses for setting up, upgrading, maintaining, renting information technology infrastructure and expenses for building, upgrading, renting software systems serving the management, operation, and exploitation of the housing and real estate market information system are allowed to use regular expenditure from the state budget according to the provisions of the law on state budget and information technology law.

- Expenses for training, workshops, capacity building for officials and public employees and workers assigned to manage and operate the housing and real estate market information system.

- Expenses for investigation, survey, collection, reception, and sharing of information and data about housing and the real estate market.

- Expenses for processing, updating, digitizing, storing, and preserving information and data about housing and the real estate market.

- Expenses for management, exploitation, and utilization of information and data about housing and the real estate market.

- Expenses for ensuring the safety, security, and confidentiality of information for the housing and real estate market information system and database.

- Other expenses directly related to the collection of information and updating of the housing and real estate market information system and database.
