The General Department of Customs has just issued Official Dispatch 1267/TCHQ-GSQL providing guidance on the implementation of Decree 15/2018/ND-CP detailing the Food Safety Law (FSL).
The General Department of Customs issues the following regulations requiring the Provincial and City Customs Departments to take note:
- Exemption from self-declaration procedures and state inspection on food safety for materials and supplies imported directly by enterprises to serve production (for export, domestic consumption, or processing for foreign partners).- Enterprises shall carry out customs procedures based on the Import-Export Code Table on the VNACCS system (in Official Dispatch 2675/TCHQ-GSQL dated April 1, 2015) and note:
- They must declare the intended use of the imported shipment and take responsibility for the contents of that declaration;- If changing the purpose from production import to domestic consumption, they must notify the customs authority;- Prior to changing the intended use, they must perform self-declaration of the product and conduct food safety inspection as per regulations.
