Guidelines for Supervising Individuals Under 18 Years of Age Exempt from Criminal Liability

Circular 53/2020/TT-BTC guiding the preparation of estimates, management, use, and settlement of funds for supervising and educating individuals under 18 years old who commit crimes and are exempt from criminal liability was issued on June 10, 2020.

This Circular provides detailed guidance on certain expenses for the implementation of monitoring and educating individuals under 18 years old who have committed crimes but are exempt from criminal liability, specifically:

- Guidance on expenses for the preparation of initial records; the creation and management of records for the implementation of monitoring and educational measures; and procedures for requesting the termination of the educational period at the commune, ward, or commune-level town;- Guidance on expenses for organizing conferences and seminars on the implementation of monitoring and educational measures for individuals under 18 years old who have committed crimes but are exempt from criminal liability;- Guidance on expenses for organizing training, skill-building, knowledge-enhancing, and experience-sharing sessions for those directly monitoring and educating individuals under 18 years old who have committed crimes but are exempt from criminal liability;- ...
