Guidelines for Scoring Provincial Administrative Reform Index

On January 30, 2018, the Ministry of Home Affairs issued Official Dispatch No. 464/BNV-CCHC guiding the People's Committees of provinces and cities to self-assess and score the provincial administrative reform (CCHC) indexes. Accordingly:

- Based on the actual results achieved, the provinces shall conduct self-assessment and score each criterion and sub-criterion according to the standards. The scoring method can be found in Appendix 1 attached;- For evaluation standards that are amended, supplemented, or replaced according to new regulations, the new regulations shall apply;- The provincial People's Committee leaders are responsible for approving the contents of the self-assessment report, scoring criteria, and sub-criteria of the province's administrative reform index. To be specific:- The summary table of the province's self-assessment results, scoring criteria, and sub-criteria for the administrative reform index (as per Appendix 2);- Explanation for self-assessed and scored contents that do not have supporting documents or have insufficient or unclear supporting documents;- Challenges, obstacles, and recommendations (if any).
