Guidelines for ranking public service providers in the field of labor, people with merits, and social affairs in Vietnam

On October 31, 2024, the Minister of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 11/2024/TT-BLDTBXH guiding the classification of certain types of public service providers in the fields of labor, people with merits, and social affairs.

Circular 11/2024/TT-BLDTBXH applies to public service providers in the sectors of labor, people with merits, and social affairs in Vietnam, including:

- Facilities for nurturing and caring for people with merits;

- Social support facilities;

- Facilities providing child protection services;

- Orthopedic and rehabilitation facilities;

- Units engaged in occupational safety technical inspection activities;

- Employment service centers;

- Public service providers in the field of labor relations.

* Ranking cases:

- Initial ranking applies to newly established public service providers in the sectors of labor, people with merits, and social affairs or those not yet ranked;

- Re-ranking applies in cases where:

+ The validity period of the ranking decision has expired;

+ Within the validity period of the ranking decision but the unit has changes in the ranking criteria (upgraded or downgraded).

* Dossier for ranking proposal (including re-ranking cases):

- Ranking proposal document from the unit;

- Scoring sheet for criteria groups as regulated;

- Documentation, statistical data substantiating the achieved scores;

- Other related documents.

* Authority to decide ranking:

- Ministries, departments, branches, People's Committees of provinces and centrally-run cities decide on the ranking of public service providers in the sectors of labor, people with merits, and social affairs within their management authority and send ranking reports to the Ministry of Labor - War Invalids and Social Affairs of Vietnam, and the Ministry of Home Affairs of Vietnam;

- Public service providers in other fields of labor, people with merits, and social sectors that have no guidelines on functions, missions, authority, and organizational structure shall have their founding authority consider and decide the unit ranking according to their competence.

* The ranking decision is valid for 05 years (60 months) from the effective date of the ranking decision.

Circular 11/2024/TT-BLDTBXH takes effect from December 15, 2024, and replaces Circular 18/2006/TT-BLDTBXH.
