The Ministry of Health has just promulgated Circular 04/2019/TT-BYT regulating the decentralization of authority for the issuance, adjustment, and revocation of certificates of eligibility for confirmatory testing of positive HIV cases and the suspension of confirmatory testing activities for positive HIV cases.

The Director of the Department for HIV/AIDS Prevention and Control decides to establish a team for the appraisal of certification eligibility for confirming positive HIV tests, including the following members:

- A representative of the leadership of the Department for HIV/AIDS Prevention and Control as the team leader;- An officer in charge of HIV testing activities from the Department for HIV/AIDS Prevention and Control;- A testing expert with at least 5 years of experience in conducting positive HIV confirmation tests using techniques suitable to those proposed for appraisal by the medical facility;- Other members as necessary.

Certification of eligibility for confirming positive HIV tests issued before the effective date of Circular 04/2019/TT-BYT will continue to be legally valid.
