On February 29, 2024, the Minister of Transport of Vietnam issued Decision 194/QĐ-BGTVT on the announcement of amended administrative procedures related to registration under the Ministry of Transport.
Guidelines for handling the procedure of recognizing inspectors of inland waterway vehicles (first time) in Vietnam are as follows:
(1) The Vietnam Register receives and checks the applications. Within 01 (one) working day from the date of receiving the applications, if the applications are incomplete, guidance will be provided to the registration unit for supplementation as prescribed.
(2) Within 05 (five) working days from the date of receiving the complete applications as prescribed, the Vietnam Register will coordinate with the inspection unit on the time, location, and assignment of inspectors to conduct practical competence assessments for the proposed candidates. Within 05 (five) working days after completing the practical competence assessments for the proposed candidates, the inspector and the registration unit must complete the record of the practical competence assessment. The maximum time to complete the practical competence assessment is 03 (three) months from the date of receiving the complete documents as required.
(3) Within 03 (three) working days after Vietnam Register receives the record of the assessment, the Council for Recognizing Inspectors, based on the inspector standards and the results of the practical competence assessment, will propose to the Head of the Vietnam Register to decide on the recognition of the inspector, and issue the Inspector Certification if the requirements are met. If the requirements are not met, a written notification will be sent to the registration unit that proposed the inspector.
(4) The registration unit has the right to request the Vietnam Register to re-assess the practical competence of the proposed inspector after a minimum period of 01 (one) month from the date of an unsuccessful assessment. The registration unit shall submit a request letter, according to the provided form, to the Vietnam Register. The Vietnam Register will follow the procedures and guidelines for recognizing inspectors as stated in points (2) and (3) above.
