Joint Circular 01/2018/TTLT-BCA-BQP-TANDTC-VKSNDTC stipulating the coordination relationship between detention facilities and competent procedural agencies and the competent Procuracy for supervising the management and execution of temporary detention and custody.
During the reception process, if it is discovered that the detainee has injuries, serious illnesses, or shows signs of mental illness, they must be transferred to a district-level or higher medical facility to determine the extent of their illness.
At the same time, the detention facility must prepare a handover report, clearly recording the severity of the illness, health status, and traces of injuries, accompanied by medical examination records that confirm the illness and injuries from the medical facility.
For the agency handling the case, if it is deemed that allowing the detainee to meet with relatives would seriously affect the case, a written request must be made to prevent the detainee from meeting with their relatives.
