On January 25, 2019, the Ministry of Planning and Investment promulgated Circular 04/2019/TT-BKHDT detailing the training, retraining, and examination activities for granting practice certificates in bidding activities.

According to Circular 04/2019/TT-BKHDT, the final training examination is conducted in the form of a multiple-choice test consisting of 60 questions within 60 minutes.

The basic procurement training certificate test is graded as follows:

- Test scoring 95% or more of the total points: Excellent;- Test scoring from 85% to less than 95% of the total points: Very Good;- Test scoring from 70% to less than 85% of the total points: Good;- Test scoring from 50% to less than 70% of the total points: Average;- Test scoring less than 50% of the total points: Fail.

Within 7 working days from the end of the training course, the training institute is responsible for issuing the basic procurement training certificate to participants who meet the requirements.
