Guidelines for extraction and use of information in the specialized database of home affairs in Vietnam from February 15, 2025

The extraction and use of information in the specialized database of home affairs in Vietnam are guided as follows:

- Information in the specialized database of home affairs is uniformly used nationwide and has legal value in the management of the home affairs sector.

- The form of exploiting and using information in the specialized database of home affairs is implemented through issued accounts or through an integrated data sharing platform.

- The use of information in the specialized database of home affairs must comply with legal regulations on data ownership and personal information safety protection.

- Management agencies and subordinate agencies, units are allowed to exploit and use information within the scope of management; issue internal regulations on the management, extraction, and use of data, specifying responsibilities for managing, exploiting, and using information from user accounts; receive and handle feedback, complaints regarding data within the management authority.

- Agencies, organizations, and individuals outside the home affairs sector who wish to use information from the specialized database of home affairs must comply with legal regulations on information access.

- For information related to national defense and security, the extraction and use of information must comply with regulations on the confidentiality of defense and security information as stipulated by law and the regulations of the Ministry of National Defense and the Ministry of Public Security.

Circular 14/2024/TT-BNV is effective from February 15, 2025, replacing Circular 14/2023/TT-BNV regulating the updating, extraction, and management of the specialized database of home affairs.
