Guidelines for Creating Hospital Discharge Papers and Birth Certificates on the Reception Portal

Vietnam Social Security has issued Official Dispatch 4811/BHXH-CNTT regarding the creation of discharge papers and birth certificates on the Reception Portal.

We request the Directors of Social Insurance of provinces and centrally-governed cities to direct the Department of Information Technology to preside and cooperate with the Department of Social Insurance Mode and the Department of Appraisal to implement the following contents:

- Guide medical examination and treatment facilities to create hospital discharge papers (according to Appendix 3, Circular 56/2017/TT-BYT) and birth certificates (according to Appendix 5, Circular 56/2017/TT-BYT) on the Data Receipt Portal of the Health Insurance Appraisal Information System at https://gdbhyt.baohiemxahoi.gov.vn (Detailed guidance in Appendix 01 attached).

- Data on leave certificates for social insurance benefits, hospital discharge papers, and birth certificates created on the Receipt Portal will be automatically locked (no changes/deletions) after 30 days from the creation date. Medical examination and treatment facilities needing to change information should send an unlock request to the Social Insurance authority (Detailed guidance in Appendix 02 attached). The provincial Social Insurance shall approve the unlock request as detailed in Appendix 3.
