The Office of the Party Central Committee of Vietnam issued Instructions 16-HD/VPTW dated February 23, 2023 on recording minutes of meetings of the Executive Committee, Standing Committee, Standing Committee of the Provincial Party Committee, City Party Committee, Party Committee directly under the Central Government and meetings of the Party Union and Party Committee under the Central Government.
According to Vietnam's Instruction 16-HD/VPTW, the guidelines for completing the minutes of meetings of party committees and organizations are as follows:
- After the conference, the person taking the minutes completes the content and format, reads the minutes, and transfers the agency's documents.
For a conference with many minutes, the person taking the minutes is responsible for completing the minutes and signing the "recorder of the minutes" section.
For a conference with more than one person recording minutes, the person recording the minutes shall be responsible for completing that portion of the minutes; the signing of the item "recorder of minutes" is assigned by the chairperson of the conference.
For a conference with audio or video recording, the person recording the minutes can listen and review to complete the minutes.
- The conference chairperson approves the content of the minutes and signs the "conference chair".
- The letter of the agency checking the format, recording the number, submitting it to sign, and stamping the minutes (stamped with the signature of the conference chairperson and affixing the seal on the pages of the minutes).
- Time to finalize the minutes: No more than 7 working days from the end of the executive committee meeting and no more than 5 working days from the end of the meeting of the standing committee, standing committee, party union, and party committees.
