On June 12, 2024, the Minister of Home Affairs (Hanoi, Vietnam) issued Circular 02/2024/TT-BNV, stipulating the measures for implementing Decree 28/2024/ND-CP, which guides the procedures for awarding and posthumously awarding the "Glorious Youth Volunteer Medal" and the summary and commendation for wartime achievements.
Circular 02/2024/TT-BNV stipulates the measures for implementing the Decree detailing the order and procedures for awarding and posthumously awarding the "Glorious Youth Volunteer Medal" and the commendation of achievements in resistance wars.
Circular 02/2024/TT-BNV applies to Youth Volunteers who have made achievements in resistance wars, national defense, fulfilled their tasks with a service period of 24 months or more; Youth Volunteers who sacrificed their lives while performing duties in resistance wars or national defense, who have been recognized as martyrs; and organizations and individuals related to the process of awarding and posthumously awarding the "Glorious Youth Volunteer Medal" and the commendation of achievements in resistance wars.
- For Youth Volunteers who have been recognized as martyrs, the application for posthumously awarding the "Glorious Youth Volunteer Medal" shall be submitted at the residence of the next of kin of the Youth Volunteer.
- In cases where the application for awarding or posthumously awarding the "Glorious Youth Volunteer Medal" is invalid or needs to be completed according to the regulations, the agency receiving the application will guide the Youth Volunteer or their next of kin to finalize and submit a conformable application.
- In remote, isolated, exceptionally difficult areas, border regions, and islands, the list of individuals proposed for awarding or posthumously awarding the "Glorious Youth Volunteer Medal", aside from being publicly posted as per Decree No. 28/2024/ND-CP dated March 6, 2024, by the Government of Vietnam, must also be publicly posted at the headquarters of the Commune People's Committee.
- The Department of Home Affairs of the province or centrally-run city must provide opinions on the forms of rewards for Youth Volunteers that have been awarded, which are declared in the proposal form for awarding or posthumously awarding the "Glorious Youth Volunteer Medal", and report the cases meeting the conditions and standards to the Provincial Emulation and Commendation Council when awarding or posthumously awarding the "Glorious Youth Volunteer Medal".
- For Youth Volunteers who have sacrificed or died, after being decided by the President to be posthumously awarded the "Glorious Youth Volunteer Medal", the award ceremony shall be held at the residence of the next of kin of the Youth Volunteer.
