Guidelines for Appointment and Salary Arrangement for Administrative Staff in Schools

Circular 07/2019/TT-BGDDT stipulates the codes, standards of professional titles, and salary classification for educational affairs staff in ethnic boarding schools; specialized high schools; preparatory universities and public schools for people with disabilities, recently issued by the Ministry of Education and Training.

In this document, the regulations on the appointment and salary arrangement for academic staff must be implemented according to the following principles:

- Must be based on the job position, duties and responsibilities, competence, and suitability with the professional expertise of the public employee;- Should not combine the salary increment of the public employee when appointing from the existing official cadres or public employee job titles to the academic staff job title.

Depending on the specific case, the salary arrangement for academic staff is regulated as follows:

- If the employee has a college degree or higher, the salary is arranged according to public employee class A0 as stipulated in Decree 204/2004/ND-CP;- If the employee is currently receiving a salary according to public employee class A1 or higher, or according to public employee class B, the salary is arranged according to the guidance in Section 1, Part II of Circular 02/2007/TT-BNV.

Circular 07/2019/TT-BGDDT took effect on June 17, 2019.
