The Minister of Transport issued Circular 10/2023/TT-BGTVT June 22, 2023 on economic norms - technical management and maintenance of inland waterways in Vietnam.

According to Circular 10/2023/TT-BGTVT guiding the application of economic - technical norms for the management and maintenance of inland waterways:

- Economic and technical norms for regular management and maintenance of inland waterways are applied to make and approve estimates and prices of public administrative services for management and maintenance of national inland waterways.

- The journey to check the channel route or to another professional operation location by watercraft is counted as a closed route (go-to-back).

- Manipulation (performed after the cruise) is a slow-moving watercraft or stationary engine when performing professional operations (adjustment, displacement, maintenance, painting of columns, signboards (shore signal, bridge signal) only calculate the machine shift for the time it takes to bring the crew from the channel to and from the signal position).

- The norm of regular maintenance work performed at the station shall be applied according to the corresponding norm performed at the workshop.

- The size of the signal determines the norms according to Circular 08/2020/TT-BGTVT promulgating the National Technical Regulation on the signaling of inland waterways of Vietnam.

- With saltwater environment, saline water should use suitable materials and meet current technical standards.

Contents of economic norms - technical management and maintenance of inland waterways in Vietnam

The content of economic - technical norms for the management and maintenance of inland waterways is as follows:

- Economic and technical norms for management and regular maintenance of inland waterways specify the waste levels of materials, labor and construction machines needed to complete a unit of management and maintenance work from preparation to completion in order to maintain the normal operating status of inland waterways.

- Economic and technical norms for the regular management and maintenance of inland waterways are determined on the basis of standards, regulations, and processes for the management and maintenance of inland waterways.

- Economic and technical norms for regular management and maintenance of inland waterways include: code, work name, unit of measure, work composition, applicable regulations (if any) and a table of normative expenses; in there:

Work composition: Specifying the content of work steps from preparation to completion of regular management and maintenance of inland waterways according to standards, regulations, and management and maintenance processes of inland waterways.

+ The table of standard expenses includes:

++ Material waste level: Is the amount of main materials, auxiliary materials, and circulating materials (excluding materials needed for construction machines and those included in the general cost) required for the implementation and completion of a volume unit of routine management and maintenance of inland waterways.

The cost of materials includes the loss of materials at the construction stage. The main material wastage is calculated by the quantity in accordance with the unit of measurement of the material. The cost of auxiliary materials is calculated as a percentage of the cost of main materials.

++ Labor cost: is the number of working days of direct and service workers to complete a unit of volume of regular management and maintenance of inland waterways from the time of preparation to when finished.

The level of labor waste is calculated by the number of working days according to the respective worker's rank. The worker's rank specified in the norm is the average rank of workers and engineers directly involved in and serving to perform a unit volume of inland waterway management and maintenance work.

++ Consumption of construction machines: is the number of use cases of vehicles, machines, and equipment (referred to as machines) directly performed, and necessary serving machines (if any) to complete a unit volume of regular management and maintenance of inland waterways.

The directly performed machine waste is calculated by the number of machine shifts used. The cost of the serving machine is calculated as a percentage of the direct construction machine cost.

More details can be found in Circular 10/2023/TT-BGTVT effective from September 1, 2023, replacing Circular 64/2014/TT-BGTVT and Circular 25/2016/TT-BGTVT.
