Inter-Circular 01/2019/TTLT-TANDTC-BNG stipulating the order and procedures for coordination between the People's Court and the Representative Agency of the Socialist Republic of Vietnam abroad to carry out certain civil and administrative judicial activities overseas, issued on December 5, 2019.

Joint Circular 01 stipulates that the Court shall prepare a dossier requesting the service of procedural documents to litigants who are Vietnamese citizens abroad as follows:

- The request for service of documents shall be prepared according to Form 01 issued together with this Joint Circular;- In case it is necessary to serve procedural documents to multiple litigants with different addresses or to multiple litigants at the same address, separate dossiers shall be prepared according to each address of the litigants or for each litigant;- The dossier shall be prepared in two sets; one set to be sent to the Representative Agency, and one set to be kept in the case file.
