Guideline on Deposits, Pledges, Loans, and Trading of Valuable Papers

This content is stipulated in Circular 04/2016/TT-NHNN on the custody and use of valuable papers at the State Bank of Vietnam.

The types of securities deposited at the State Bank of Vietnam (SBV) include:

- SBV Treasury Bills;

- Bonds issued by the Government of Vietnam;

- Bonds guaranteed by the Government of Vietnam for 100% payment of principal and interest upon maturity;

- Other types of securities as decided by the Governor of the SBV from time to time.

Securities deposited at the SBV have denominations of 100,000 VND or multiples of 100,000 VND, except in special cases as prescribed by the SBV.

This circular also specifically defines the usage of securities deposited at the SBV in the following cases:

- In monetary market operations, including open market operations; refinancing operations; pledging securities and securities margin deposits.

- Transactions of securities deposited at the SBV among members, including secured loans backed by pledged securities and the purchase and sale of securities.

Circular 04/2016/TT-NHNN shall be effective from June 1, 2016, replacing Decision 1022/2004/QD-NHNN and Decision 42/2006/QD-NHNN.
