Based on the assessment of the implementation of the state budget tasks in 2018, the Ministry of Finance issued Circular 54/2018/TT-BTC guiding the formulation of the 2019 state budget estimates and the 2019-2021 financial-state budget plan.

The construction of the 2019 State Budget estimate must ensure the following requirements:

- Compliance with the provisions of the State Budget Law and related documents on processes, management of state budget revenues and expenditures;- Ensuring the objectives and tasks of the 5-year Plans (2016 - 2020) and the directives set by the Prime Minister of the Government of Vietnam for the year 2019;- Thoroughly implementing the principles of saving and preventing waste from the stage of budget estimation;- In line with the objectives of restructuring the budget for the period of 2016 - 2020 according to Resolution 07-NQ/TW, Resolution 25/2016/QH14; implementing Resolution 18-NQ/TW, Resolution 19-NQ/TW;- Not proposing policies that reduce budget revenues, only proposing policies that increase budget expenditures when absolutely necessary and having assured resources.
