Guidance on the organization of emulation movements in Vietnam

On February 24, 2024, the Minister of Home Affairs of Vietnam issued Circular 1/2024/TT-BNV regulations determine enforcement measures Law on Emulation and Commendation 2022 and Decree 98/2023/NĐ-CP detailing the implementation of a number of articles of the Law on Emulation and Commendation 2022.

Guidance on the organization of emulation movements in Vietnam

The heads of an agency, organization, or unit are responsible for implementing emulation movements within their management scope, based on the following contents:

- Organization of emulation movements must be linked to the functions, tasks, objectives, directions, and development strategies of the agency, organization, or unit.

Emulation movements must have memorable and understandable themes, names, targets, content, plans, and specific emulation methods that are practical and suitable for the participation of individuals, collectives, and households.

- Implementing various propaganda measures to actively mobilize individuals, collectives, and households to respond and participate in emulation movements.

Regularly urging and monitoring the organization and implementation process; focus on guiding, directing, and inspecting emulation movements with a duration of 3 years or more; discovering new and exemplary advanced factors for propaganda, recognition, and replication.

Evaluating, summarizing, and rewarding individuals, collectives, and households with achievements in emulation movements. Enhance the dissemination of initiatives, experiences, good practices, creativity, and effectiveness for others to learn from and follow.

- The overall evaluation of emulation movements must accurately assess the results, effectiveness, and impact; identify existing limitations, constraints, and causes; and draw lessons and experiences from organizing emulation movements.

The evaluation, recognition of emulation titles, and forms of commendation must ensure principles of accuracy, transparency, openness, and fairness; timely reward exemplary individuals, collectives, and households; encourage the recognition and reward of individuals who are fishermen, ethnic minorities, farmers, workers, vulnerable people, and people with disabilities; recognize and reward collectives and individuals with outstanding achievements in labor, production, study, and work; encourage officials and public employees to be active, creative, daring to think, dare to do, and dare to make breakthroughs for the common interests.
