The Minister of Industry and Trade issues Circular 20/2024/TT-BCT dated October 10, 2024, stipulating the method for establishing the electricity pricing framework for waste-to-energy plants and biomass power plants in Vietnam.
The process of making, appraising, and approving of the electricity generation price bracket for waste-to-energy plants and biomass power plants in Vietnam is guided as follows:
- The Vietnam Electricity is responsible for:
+ Proposing the selection of standard power plants to calculate the electricity generation price bracket for waste-to-energy plants, cogeneration plants, and biomass power plants that are not cogeneration (if applicable);
+ Calculating or hiring a consultant to select parameters and calculate the electricity prices of standard power plants according to the provisions in Chapter II of Circular 20/2024/TT-BCT.
+ Preparing the dossier for calculating the electricity generation price bracket according to the provisions of Article 9 of Circular 20/2024/TT-BCT, and submitting it to the Electricity Regulatory Authority of Vietnam for appraisal.
+ In cases where the parameters used to calculate the price framework experience necessary changes, the Vietnam Electricity is responsible for recalculating and reporting to the Electricity Regulatory Authority of Vietnam for appraisal before submission to the Ministry of Industry and Trade for issuance.
- The Electricity Regulatory Authority of Vietnam is responsible for checking the completeness and validity of the submitted dossier. If necessary, the Electricity Regulatory Authority of Vietnam may issue a document requesting the Vietnam Electricity to amend, supplement, or clarify the contents in the dossier. No later than 15 working days from the date of such a request, the Vietnam Electricity is required to send a report explaining the contents of the dossier as required.
- The Electricity Regulatory Authority of Vietnam is responsible for organizing the appraisal of the electricity generation price bracket, presenting it to the Minister of Industry and Trade for approval, and announcing it on the Electricity Regulatory Authority of Vietnam's website.
