Guidance on the Implementation of the national defense and security education program at universities and academies in Vietnam for the school year 2023-2024

The Ministry of Education and Training of Vietnam provides the following guidance on implementing the national defense and security education program at universities, academies, teacher training colleges, and national defense and security education centers for the academic year 2023-2024:

- Organize the development and implementation of teaching plans for the national defense and security education course in conformity with Circular 05/2020/TT-BGDDT on the Promulgation of the National Defense and Security Education Curriculum in Teacher Training Colleges and Higher Education Institutions.

- For students who have completed the national defense and security education course at the college level and are transitioning to the university level, higher education institutions, and national defense and security education centers should develop appropriate national defense and security education programs. This should be done by recognizing the contents already learned and supplementing the contents not yet covered according to Circular 05/2020/TT-BGDDT dated March 18, 2020 by the Minister of Education and Training, and issuing certificates upon course completion.

- Actively innovate teaching methods and improve the quality of teaching and learning in the national defense and security education course. Organize teaching, assess results, and issue certificates of completion as prescribed.

- Higher education institutions entrusted with the autonomy of the national defense and security education course and national defense and security education centers must strictly implement concentrated teaching regulations as stipulated in Clause 3, Article 12 of the Law on National Defense and Security Education 2013.

- Thoroughly implement Decision 2861/QD-BQP dated August 24, 2021 by the Minister of National Defense regarding the adjustment and supplementation of the list of national defense and security education affiliations.

Higher education institutions and national defense and security education centers are not permitted to unilaterally adjust defense and security education affiliations. Any adjustment must be reported and approved in writing by the Ministry of Education and Training of Vietnam and the Standing Office of the Central Council for National Defense and Security Education.

- Organize the management and issuance of national defense and security education certificates rigorously and conformably. Upon the completion of the training course, report the training results and the number of certificates issued to the Ministry of Education and Training of Vietnam through the Department of National Defense and Security Education.
