On November 16, 2024, the Minister of Health of Vietnam issued Circular 38/2024/TT-BYT stipulating the development, management, operation, and utilization of the information system for management of activities of medical examination and treatment in Vietnam.
According to the provisions of Article 11 of Circular 38/2024/TT-BYT, the exploitation and utilization of data from the Information System on Management of Medical Examination and Treatment Activities in Vietnam are carried out as follows:
- Ministries, ministerial-level agencies, and related state management agencies are authorized to exploit and utilize data from the Information System on Management of Medical Examination and Treatment Activities to serve policy-making, state management in medical examination and treatment, and other public service tasks as prescribed by law.
- Medical establishments, training institutions in the medical field, and business enterprises in the medical sector have the right to exploit and utilize data from the System to serve their unit's activities, including purposes such as training, research, improvement of the quality of medical examination and treatment, and enhancement of healthcare efficiency.
- Agencies, organizations, and individuals exploiting and utilizing data from the Information System on Management of Medical Examination and Treatment Activities must ensure compliance with the registered purposes with the direct management agency of the System, while ensuring legality and accuracy in the exploitation and utilization of data, avoiding abuse or misuse.
- The Ministry of Health is the supervising authority for the Information System on Management of Medical Examination and Treatment Activities, with responsibilities for building, maintaining, updating, and sharing data from the Information System on Management of Medical Examination and Treatment Activities to serve state management, the formulation of health policy strategies, and the exploitation needs of organizations and individuals within the framework of the law.
