On June 25, 2024, the Government issued 70/2024/ND-CP detailing a number of articles and measures for implementing the Law on Identification 2023.
Citizens who have registered their birth but have not been issued a personal identification number shall have their information collected and updated by the commune-level police where the citizen resides as stipulated in Clause 6, Article 5 of Decree 70/2024/NĐ-CP. The head of the identification management authority of the Ministry of Public Security (Hanoi, Vietnam) will set up personal identification numbers for citizens based on the information collected and updated in the National Population Database;
For citizens who have registered their birth and are currently residing abroad and have not been issued a personal identification number, the identification management authority of the Ministry of Public Security (Hanoi, Vietnam) will coordinate with the Ministry of Foreign Affairs and relevant agencies to collect and update information in the National Population Database and set up a personal identification number for the citizen;
The collection of information from Vietnamese citizens residing abroad will be carried out by the identification management authority using the Population Information Collection Form through overseas Vietnamese representative agencies; the overseas Vietnamese representative agencies will send the Population Information Collection Forms of citizens who request information collection and updating to the identification management authority of the Ministry of Public Security (Hanoi, Vietnam) to update information in the National Population Database;
