Guidance on salary ranking of officers supporting the education of people with disabilities in public educational establishments in Vietnam

- For officials appointed to the professional title of education support officer for people with disabilities specified in this Circular, the salary coefficient of type A0 public employees is applied, from salary coefficient 2.10 to salary coefficient 4.89, as specified in Table 3 (professional and professional salary schedules for officials and employees in state public service units) issued together with Decree 204/2004/ND-CP on salary regimes for officials, civil servants, public employees, and the armed forces.

- Salary changes when appointing professional titles as educational support officers for people with disabilities are carried out as follows:

+ In case the officer has been appointed to the professional title of education support officer for people with disabilities, code V.07.06.16 according to the provisions of Joint Circular 19/2016/TTLT-BGDDT-BNV and meet the standards of training qualifications specified in Point a, Clause 3, Article 3 of Circular 21/2023/TT-BGDDT will be transferred from the salary coefficient of type B public employees to the salary coefficient of type A0 public employees according to the salary ranking principles specified in Section II of Circular 02/2007/TT-BNV guiding salary ranking when promoting, transferring, changing types of civil servants and public employees and according to current provisions of law;

- In case you are working as an education support officer for people with disabilities but hold the civil servant code or professional title of another specialized officer, if you meet the standards to appoint the professional title of education support officer for people with disabilities according to the provisions of Clause 1, Article 5 of Circular 21/2023/TT-BGDDT, the salary change and grading are carried out as follows:

+ In case the salary coefficient of civil servants or public employees of type A0 is being ranked according to table 2 (professional salary table for officials and civil servants in state agencies) or table 3 (professional salary schedule for officials and employees in state public service units) issued with Decree 204/2004/ND-CP, then the salary coefficient is classified as A0 type civil servant;

+ In case the salary coefficient of a civil servant or public employee is classified as A1 or higher or type B, it will be classified as the salary coefficient of a public employee of type A0 according to the salary ranking principles specified in Section II of Circular 02/2007/TT-BNV and according to current provisions of law.

- When implementing the new salary policy, the new salary will be adjusted according to the Government's regulations.

Circular 21/2023/TT-BGDDT takes effect on December 16, 2023, and replaces Joint Circular 19/2016/TTLT-BGDDT-BNV dated June 22, 2016.
