- Regarding political qualities: Ensured according to the regulations of the Ministry of Public Security on recruiting individuals into the People's Public Security forces.

Circular 15/2016/TT-BCA came into effect from April 30, 2016, and replaces Circular 71/2011/TT-BCA.
