Guidance on Recruitment, Management, and Utilization of Officials and Public Employees

The Ministry of Labor, Invalids and Social Affairs issued Official Dispatch 2260/LDTBXH in 2018 to its affiliated units to strengthen the management of recruitment, usage, and supervision of officials and public employees. Accordingly:

In administrative units under the Ministry:

- No signing of labor contracts (LD contracts) for specialized or professional work;- Complete the job description and competency framework for each job position according to Decision 1696/QD-BNV as a basis for recruitment proposals and official appointments.

In public service providers under the Ministry:

- No signing of LD contracts for specialized or professional work to replace the recruitment of public employees;- The unit head directs the development of the 2018 public employee supplement plan to be submitted for the Ministry's approval no later than June 30, 2018.

Units that do not require additional public employees will have their allocated workforce adjusted to other units or have their workforce number reduced.
