On September 30, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 5986/BGDDT-GDQPAN regarding the Guidance on performing national defense and security education tasks for the 2024-2025 school year in Vietnam.

Guidance on performing national defense and security education tasks for the 2024-2025 school year in Vietnam

For the 2024-2025 academic year, the Ministry of Education and Training of Vietnam (MoET) provides guidance to the Departments of Education and Training, universities, academies, colleges, pedagogical colleges, and national defense and security education centers (hereinafter referred to as agencies, units, and schools) in implementing national defense and security education (NDSE); national defense and military; anti-terrorism; civil defense, focusing on the following common tasks:

- Continue to thoroughly grasp and seriously implement Directive 12-CT/TW dated May 3, 2007; Conclusion 91-KL/TW dated August 12, 2024; NDSE Law 2013, Anti-Terrorism Law 2013, Civil Defense Law 2023; Decree 13/2014/ND-CP and Decree 139/2020/ND-CP; Decree 168/2018/ND-CP; Decree 07/2014/ND-CP and related directives from the Ministry regarding NDSE; anti-terrorism; and civil defense. Emphasize the importance of NDSE; national defense and military; anti-terrorism; and civil defense as key leadership tasks for Communist Party committees, authorities, leaders of agencies, units, and schools.

- Promote digital transformation, innovate the state management of NDSE, and build a democratic, disciplined, and orderly educational environment, ensuring quality and effectiveness in teaching and learning the NDSE subject.

- Direct and implement planned tasks and key solutions for the 2024-2025 academic year in the education sector. Closely adhere to the organization of teaching and learning NDSE according to the regulations of the NDSE Law and related guidelines from MoET and other concerned ministries, ensuring safety, quality, and effectiveness; create favorable conditions for students to study and complete the NDSE subject content as scheduled. Organize national defense and security knowledge training for appropriate entities.

- Continue to innovate, improve the quality of NDSE, educate patriotism, national pride, and responsibility for the cause of national construction and defense; combine with political, ideological, ethical, lifestyle, life skills, vocational skills, physical training, legal knowledge, and other educational activities for students appropriate to each age group.

- Focus on developing, training, and fostering the teaching staff, lecturers, and NDSE management officers with political qualities, ethics, lifestyles, professional knowledge, expertise, skills, and teaching methods of the NDSE subject; ensure adequate quantity and gradually meet standards, meeting the requirements of teaching and managing the subject.

- Increase investment resources, upgrade infrastructure, supplement teaching equipment, models, weapons, and gear; build and strengthen training grounds and practice fields; effectively exploit and use textbooks, curricula, learning materials, teaching equipment, and models to meet teaching and learning requirements as regulated.

- Thoroughly grasp, develop plans, and organize national defense, military; anti-terrorism; civil defense tasks and organize appropriate activities.

- Strengthen inspection, supervision, and monitoring as per authority. Organize and effectively implement emulation movements, and expand exemplary models in NDSE; national defense and military; anti-terrorism; civil defense tasks. Implement policies to summarize and report according to regulations.
