Vietnam Social Security has just issued Official Dispatch 2745/BHXH-BT regarding resolving obstacles in premium collection, issuance of health insurance cards, and completion, issuance of social insurance numbers to participants of health insurance.

The entity that has issued the health insurance card when there is an increase in participants, the provincial/district social insurance agency where the increase in participants occurs must:

- Identify the participants in the health insurance according to the priority order and benefits as prescribed to implement the collection and issuance of health insurance cards;- In case the participant already has a valid health insurance card, reduce the validity of the old health insurance card and issue a new health insurance card.

For the provincial/district social insurance agency where the collection and issuance of the old health insurance card is managed, it must:

- Compile a list of participants with reduced card validity (Form 03 - GT) according to each unit managing the participants on the TST system;- Simultaneously send Form 03 - GT to the relevant agencies as a basis for reporting the reduction.
