Guidance on implementing the program and organization of the teaching of the National Defense and Security Education subject at universities and academies in Vietnam

Regarding the implementation of the program and organization of teaching the subject of National Defense and Security Education (National Defense and Security Education) in universities and academies, the Ministry of Education and Training of Vietnam has provided the following guidelines:

- Organize the development and implementation of teaching plans for the subject of National Defense and Security Education ensuring sufficient content and time as stipulated in Circular 05/2020/TT-BGDDT issuing the National Defense and Security Education program in colleges of education and higher education institutions in Vietnam.

Timely adjust and supplement the contents agreed upon in the National Defense and Security Education operational training year 2024.

- Update, supplement, and adjust the training regulations in line with the system of legal normative documents, current regulations on education and training, and National Defense and Security Education.

- Higher education institutions are authorized to self-manage the GDDQPAN subject, and National Defense and Security Education centers are required to strictly implement the centralized teaching organization as per regulations in Vietnam.

- Promote digital transformation, apply information technology in management, innovate teaching methods, and assess students' learning outcomes, contributing to improving the quality of the National Defense and Security Education subject.

Enhance the quality of scientific research in the field of National Defense and Security Education at training institutions, identifying scientific research tasks as one of the important criteria for evaluating the task performance of each staff and unit, especially in training faculties. Implement appropriate incentive policies for research topics and products with high applicability.

- Develop a question bank and answers that closely adhere to the program and content of National Defense and Security Education stipulated in Circular 05/2020/TT-BGDDT; organize assessments and exams to evaluate students' performance in the subject honestly, objectively, fairly, and accurately.

The contents of the exams for Module 1 and Module 2 will be in the form of a combination of multiple-choice and essay questions; Module 3 and Module 4 will cover individual tactics in offensive and defensive combat; unit formation, individual with weapons formation; grenade usage techniques evaluated through oral and practical demonstrations; the technique of firing an AK submachine gun will be tested using a shooting simulator.
