Vietnam Social Security issued Official Dispatch 472/BHXH-TTKT on February 27, 2024, providing guidelines for implementation of specialized inspections in Vietnam.

Guidance on implementing specialized inspection tasks of Vietnam Social Security

Vietnam Social Security provides guidance to the provincial Vietnam Social Security on the implementation of certain content related to specialized inspection tasks as follows:

- Assignment of personnel for specialized inspection tasks:

The Director of the provincial Vietnam Social Security, following the regulations in Clause 2, Article 24 of Decree 03/2024/ND-CP, will issue a decision assigning the implementation of specialized inspection tasks from March 1, 2024, for the following positions:

- Deputy Director of the provincial Vietnam Social Security;

- Head and Deputy Head of the Inspection

- Examination Division;

- Head and Deputy Head of the Revenue Management, Book

- Card Division;

- Directors and Deputy Directors of the district-level Vietnam Social Security, district-level towns, and provincial cities;

- Public employees of the Inspection

- Examination Division, when meeting the following conditions and standards:

+ Appointed to the rank of specialist or equivalent, with relevant expertise, professional knowledge matching the specialization, and a sound understanding of the law, including at least 1 year of specialization in revenue management, book-card, inspection, and examination (excluding probationary period).

+ Holder of a certificate in inspection training or a valid inspector certificate issued by a competent state authority.

- Assignment of Head of Inspectorate:

The Director of the provincial Vietnam Social Security, based on the regulations in Clause 2, Article 33 of Decree 03/2024/ND-CP and the ability of the assigned person for specialized inspection tasks, will assign the position of Head of the Inspectorate. The Director of the provincial Vietnam Social Security is responsible to the General Director for the assignment of the Head of the Inspectorate.

- Uniform and Specialized Inspection Card of Vietnam Social Security:

The uniform and the specialized inspection card (valid) issued to individuals performing specialized inspection tasks will continue to be used until new regulations are provided by the General Director of Vietnam Social Security.

- Authority, procedures, timelines, and regulations in specialized inspection activities; duties, and powers of the head of the agency assigned to perform specialized inspection functions, individuals assigned to perform specialized inspection tasks, Head and members of the specialized Inspectorate:

The provincial Vietnam Social Security, based on the provisions of the Inspection Law 2022, Decree 43/2023/ND-CP, and Decree 03/2024/ND-CP to organize implementation.

For information and reporting policies in inspection activities, continue to follow the regulations in Decision 1518/QD-BHXH dated October 18, 2016, and any amended or supplemented documents.
