Guidance on exploration and use of software for management of blank degrees and certificates at the Ministry of Education and Training of Vietnam

The exploitation and use of the software for printing, managing, issuing, and invalidating blank degrees and certificates at the Ministry of Education and Training of Vietnam are stipulated in Article 9 of the Regulations issued in conjunction with Decision 2699/QD-BGDDT as follows:

- The Department of Quality Management exploits and uses the software to issue blank degrees and certificates and exploit and use information on the software to serve management tasks.

- Units receiving blank degrees and certificates use the software to request the issuance of blank degrees and certificates and manage issued blank degrees and certificates.

- The exploitation and use of the software must comply with relevant legal regulations. Information from the software cannot be exploited or used for commercial purposes without written consent from the Department of Quality Management.

- The Department of Quality Management regularly backs up information; handles, remedies, or proactively cooperates with software providers to remedy technical incidents; proposes solutions to ensure technical infrastructure, safety, and information security, and solutions to upgrade and expand the software for managing the issuance of blank degrees and certificates.

In addition, the management software for blank degrees and certificates at the Ministry of Education and Training of Vietnam is stipulated in Article 7 of the Regulations issued in conjunction with Decision 2699/QD-BGDDT as follows:

- The software is developed by the Ministry of Education and Training of Vietnam to manage, operate, exploit, and uniformly and synchronously use information (data contained in documents, records, materials) for managing the issuance of blank degrees and certificates.

- Access address for the software: https://capphoivbcc.naric.edu.vn.

- The software is accessed via the Internet, using a computer with a network connection, accessed by common Internet browsers, and logged in with a valid account to use.

- The software is installed, stored, and operated on the cloud server service hired by the Department of Quality Management (the cloud server service is located in Vietnam).
