Guidance on Digital Transformation in Teaching, Learning, and Assessment in Vietnam

On August 14, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 4324/BGDDT-CNTT to the Departments of Education and Training to guide the implementation of tasks related to information technology application, digital transformation, and educational statistics for the academic year 2024 - 2025.

Guidance on Digital Transformation in Teaching, Learning, and Assessment in Vietnam

Regarding the work of Digital Transformation in teaching, learning, and assessment, the Ministry of Education of Vietnam requires the effective implementation of Circular 09/2021/TT-BGDDT, which stipulates the management and organization of online teaching in general education and continuing education institutions, noting the following implementations:

- Maintain and maximally utilize the benefits of Learning Management Software (LMS) in online teaching activities to make it an essential, daily educational activity for every teacher and every learner.

- Organize the development of digital learning materials, contribute to and effectively exploit the shared learning resources of the Ministry in organizing teaching and assessment.

- Intensify regular assessments in the form of online assessments; conduct periodical assessments on computers for places that have demands and ensure conditions for implementation.

- Regularly organize training to enhance digital skills for teachers; prioritize training on content related to practical work, such as application of teaching software, development of digital learning materials, electronic lectures, skills in organizing online teaching, and the application of artificial intelligence in teaching and learning activities.

- Review, invest in new, and additionally purchase computers to meet the requirements of teaching Informatics; purchase equipment to support the construction of digital learning materials and online teaching.

- Continue to effectively implement the electronic library system (including library management software and digitalized book databases and resources for teaching and nurturing, caring, and educating children), interconnect with digital learning repositories, and share digital resources among educational institutions, education management officials, and teachers.

Additionally, continue to effectively implement online public services and cashless payment in education, with priority given to certain services:

- Online registration for the high school graduation exam; Online registration for university and college admission in early childhood education on the National Public Service Portal at the full-process level.

- Online services for registration, admission at the beginning of educational levels; Online recognition of diplomas and certificates, aiming towards implementation at the full-process level.

- Focus on implementing 03 groups of online, full-process interconnected public services on the National Public Service Portal according to Decision 206/QD-TTg in 2024.

- Intensify the payment of tuition and other fees through cashless payment methods; connect the tuition management software and the collection management of educational institutions with cashless payment platforms, including the Online Payment Platform provided on the National Public Service Portal.
