Guidance on Customs Procedures for Imported Scrap

The General Department of Customs has just issued Official Dispatch 6644/TCHQ-GSQL providing guidance on the management of imported scrap from foreign countries into Vietnam.

The customs dossier for imported scrap includes:

- Import goods declaration;- Commercial invoice: 01 photocopy;- Bill of lading: 01 photocopy;- Certificate of deposit for importing scrap: 01 certified copy;- Entrustment contract (in case of entrusted import): 01 photocopy;- Notification of state inspection results on the quality of imported scrap: 01 original (submitted after being issued by the Department of Natural Resources and Environment where the factory or the production facility using the scrap is located).

The customs office will not register customs declarations for the following cases:

- Goods are scrap but the importing enterprise does not declare the information of the Certificate of scrap import on the customs declaration, or;- The Certificate of scrap import information is declared but is no longer valid, does not have import quotas, and does not include documents in the customs dossier through the customs electronic data processing system.

Official Dispatch 6644/TCHQ-GSQL was issued on November 13, 2018.
