This is the content of the Official Dispatch 64/BNV-CCVC dated January 5, 2024 on determining the structure of public employee ranks and the structure of public employee professional titles issued by the Ministry of Home Affairs.
Determining the structure of public employee professional titles is carried out according to the instructions in the Circulars of the Ministries managing industries and fields. In cases where there is no guidance or there is guidance but the percentage in each professional title class has not been specifically determined, it is agreed to carry out the following:
- For public service units that self-guarantee regular expenditures and investment expenditures (autonomous units group 1) and public service units that self-fund regular expenditures (autonomous units group 2):
+ Grade I Professional titles and equivalent: Maximum 20%;
+ Grade II Professional titles and equivalent: Maximum 50%;
+ Grade III Professional titles and equivalent or lower (if any): Maximum 30%.
- For public service units that cover part of their regular expenses (autonomous units group 3) and public service units whose regular expenses are guaranteed by the state budget (autonomous units group 4).
+ Grade I Professional titles and equivalent: Maximum 10%;
+ Grade II Professional titles and equivalent: Maximum 50%;
+ Grade III Professional title and equivalent or lower (if any): Maximum 40%.
Note: The determination of public employee rank structure and public employee professional title class structure in Official Dispatch 64/BNV-CCVC dated January 5, 2024 does not include leadership, management, or management public employees.
In case there is not enough proportional number for each public employee rank or each public employee professional title class, the missing number will be added to the adjacent lower rank (grade) and may be higher than the prescribed ratio.
In the event that the actual number exceeds the above ratio, the examination, promotion consideration, or promotion to the public employee rank or professional title class that exceeds the ratio will be postponed.
