Guidance from the Social Insurance on appointing officers to work at Public Administrative Service Centers (PASCs) in Vietnam 

In the process of deploying officials to work at PASCs at various levels, most provincial Social Insurance agencies have arranged for officers to work at PASCs. However, some provincial and city Social Insurance agencies have not yet implemented this due to the lack of local PASC deployment, the failure to deploy for vertical agencies in the locality, or the inability to allocate facilities and workstations for the Social Insurance agency.

Following the guidance documents on the implementation of Decision 1291/QD-TTg dated October 7, 2019, Vietnam Social Insurance has unified the plan for receiving files at PASCs as follows:

- For provincial Social Insurance agencies that propose to continue receiving files at PASCs due to the effective and stable implementation, with a relatively high rate of file acceptance at PASCs, and for the purpose of uniformity with the local PASC bloc: the provincial Social Insurance agencies will continue to maintain the appointment of officers to work at PASCs, regularly coordinate with PASCs to review and unify the list of administrative procedures for acceptance and result delivery at the centers.

- For other provincial Social Insurance agencies: the director of the provincial Social Insurance agency will decide to receive files at the headquarters of the agency after obtaining the consent of the same-level People's Committee.

In addition, the Vietnam Social Insurance provides guidance on the implementation of Official Dispatch 4222/BHXH-VP dated December 14, 2023, as follows:

- Based on the guidance of the Vietnam Social Insurance Agency, the director of the provincial Social Insurance Agency will decide and take responsibility for implementation according to the appropriate plan based on the characteristics and local situation. The results of implementation should be reported to Vietnam Social Insurance before March 19, 2024 (integrating the content into the Q1/2024 Administrative Procedure Control Report of the provincial Social Insurance agency; providing complete data and acceptance rates to serve management, information provision, and operational guidance). From the second quarter of 2024 on, report any new issues arising (if any).

- The director of the provincial Social Insurance Agency is responsible for conducting communications and providing guidance to ensure that the transition of the method for receiving and delivering administrative procedures (if any) does not interrupt or affect the rights of citizens and businesses.

- The Vietnam Social Insurance Office will consolidate and monitor the implementation situation in provincial and city Social Insurance agencies.
