Guidance Circular 04 on Inspection and Payment of Medical Consumable Costs

Vietnam Social Security (BHXH) has just issued Official Dispatch 2158/BHXH-DVT guiding some regulations on the payment of medical supplies costs (VTYT) according to Circular 04/2017/TT-BYT.

The Social Insurance Agency shall conduct an assessment and settlement of medical material costs based on the following grounds:

- Medical materials must be listed in Appendix 01 and the List of medical materials established by medical examination and treatment facilities according to Appendix 02 or Appendix 03 attached to Circular 04;- The costs of medical materials have not been included in the technical service fees, examination fees, bed-day charges, or lump sum charges for the case;- The actual quantity of medical materials prescribed and used for the patient;- The purchase prices of medical materials by the medical examination and treatment facility in accordance with legal regulations on bidding;- Conditions, payment rates, and payment levels in column 5 of the List of medical materials in Appendix 01 of Circular 04;- Scope and level of benefits in accordance with the legal regulations on health insurance.
