On October 10, 2024, the Government of Vietnam issued Decree 130/2024/ND-CP stipulating the toll collection for the use of expressways for vehicles traveling on public expressways owned and directly managed and operated by the State.
The subjects liable for expressway use fees in Vietnam are categorized into 05 groups as follows:
- Group 1 consists of the following types of vehicles: vehicles with under 12 seats, trucks with a load under 2 tons; public passenger transport buses;
- Group 2 consists of the following types of vehicles: vehicles with 12 to 30 seats; trucks with a load from 2 tons to under 4 tons;
- Group 3 consists of the following types of vehicles: vehicles with 31 seats or more; trucks with a load from 4 tons to under 10 tons;
- Group 4 consists of the following types of vehicles: trucks with a load from 10 tons to under 18 tons; container trucks under 40 feet;
- Group 5 consists of the following types of vehicles: trucks with a load from 18 tons or more; container trucks from 40 feet or more.
Therein, the fee payer is an organization or individual owning, using, or managing vehicles subject to expressway use fees as per the above-mentioned regulations, and they must pay the expressway use fees, except for cases exempted from expressway use fees such as:
- Ambulances.
- Firefighting vehicles of the Police force for fire prevention, fighting, rescue, and salvage operations, and other firefighting vehicles mobilized for firefighting tasks with priority signals as prescribed by law in Vietnam.
- Special-use vehicles serving national defense, including vehicles with license plates with a red background, white embossed letters and numbers equipped with special defense devices (including: tank trucks, cranes, military vehicles carrying 12 or more passengers, transport vehicles with canopy and seats installed in the truck bed, control vehicles, military inspection vehicles, special-use vehicles transporting prisoners, rescue vehicles, satellite communication vehicles, other specialty vehicles serving national defense), vehicles performing emergency tasks using one of the priority signals as prescribed by law in cases of emergency...
