In Resolution 28/NQ-CP dated March 5, 2024, concerning the regular meeting of the Government of Vietnam in February 2024, there is mention of content related to the implementation of salary reform from July 1, 2024.
To be specific, the Government of Vietnam requires proactive development, promulgation of regulatory documents, and carrying out specific assignments to implement the new wage policies from July 1, 2024, in accordance with the conclusions of the Central Executive Committee and the National Assembly's resolution, ensuring quality, efficiency, and compliance with the stipulated schedule.
Additionally, the Ministry of Home Affairs is assigned to preside, in cooperation with relevant agencies and localities:
- Concentrate resources to continuously innovate and enhance the quality and efficiency of organizational structure and staffing; public service and officials; build local governments; complete the standards and titles for officials and leadership, management officials at all levels. Urge ministries, agencies, and localities to complete building and approving the job positions for officials and public employees by March 2024 to implement the wage policy; closely coordinate with relevant agencies to promptly resolve and guide in case of any difficulties.
- Complete the Decree on new wage policies for subjects under the jurisdiction of the Government of Vietnam; cooperate with related agencies of the Communist Party, National Assembly to submit to the competent authority for issuing decisions on new wage policies under the management jurisdiction of agencies of the Communist Party, Fatherland Front, and socio-political organizations, the National Assembly, and the National Assembly Standing Committee. Expedite the completion of the draft Report to submit to the Politburo on the implementation of the new wage policy, report to the Prime Minister of the Government of Vietnam and the Steering Committee on salary reform.
The Ministry of Labor, Invalids, and Social Affairs will preside and advise the Government of Vietnam to promulgate and implement the Action Program of the Government of Vietnam to execute Resolution 42-NQ/TW dated November 24, 2023, of the 13th Central Executive Committee of the Communist Party regarding the continuous innovation and enhancement of social policy quality, to meet the demands of the nation's construction and defense in the new era.
Coordinate with relevant agencies and localities to effectively implement social security work, especially for policy beneficiaries; cooperate with the Ministry of Public Security and State Bank of Vietnam to continue implementing cashless social security payments for beneficiaries; actively propose solutions to balance labor supply and demand, meeting the needs of the market, businesses, employers, and ensuring employment for workers; enhance the efficiency of drug addiction treatment.
