Government Agencies and Units Are Prohibited from Selling and Transferring State-Owned Vehicles

This is a temporary requirement of the Ministry of Finance issued in Official Dispatch 3515/BTC-QLCS regarding the handling of certain transitional issues in the management and use of public assets. To be specific:

During the period awaiting the enforcement of the Decrees on standards and regulations for the use of public cars, State agencies and units must temporarily suspend the consideration, decision-making on allocation, transfer, and sale of public cars.

However, public cars abroad may still be purchased and sold based on the regulations specified in documents such as Decree 166/2017/ND-CP, Decree 151/2017/ND-CP, and Law on Management and Use of Public Property.

Additionally, the Ministry of Finance requires the temporary suspension of the consideration and decision-making on using public assets to pay investors from January 1, 2018, until the Decree regulating this issue comes into effect.

In cases where the car is lost, destroyed, or liquidated, recovery must be performed according to the regulations in the Law on Management and Use of Public Property and Decree 151/2017/ND-CP.

Official Dispatch 3515/BTC-QLCS was issued on March 28, 2018.
