General technical requirements of the national planning dossier database in Vietnam

Specifically, the national-level planning dossier database must satisfy the following general technical requirements in Vietnam:

(1) Format of electronic documents for national planning documents

- Text file, report format *.doc; *.docx; *.odt;

- Documents and reports digitized from paper documents: Portable Document Format (*.pdf) version 1.4 or higher; color photos (if any); minimum resolution: 200 dpi; Digitization rate: 100%.

- Diagrams, paper planning maps are digitized in GeoTIFF, GeoPDF format with a minimum resolution of 300 dpi or more, 1:1 scanning ratio.

- Format of other documents (if any) must comply with relevant laws.

(2) Data format of the geodatabase of the national plan

- The planning geodatabase is packaged in Geodatabase format (*.gdb) or according to the geographic data exchange standard *.xml, *.gml.

- The results of presenting geospatial data on planning in the format: *.mxd, *.mpk, *.qgz.

(3) Mathematical basis and requirements for showing the content of national-level plans and maps

- Planning diagrams and maps are established in the VN-2000 national coordinate system and reference system and on the national topographic map at the scale corresponding to the scale of the planning diagram or map.

- The content of the planning diagram and map must be consistent with the planning decision or approval document and relevant documents in the planning dossier; properly and fully express national territorial sovereignty, in accordance with international treaties to which the Socialist Republic of Vietnam is a signatory.

(4) Coordinate reference system, time reference system, and metadata of the national planning geodatabase

- Coordinate reference system, time reference system comply with the National Technical Regulation on basic geographic information standards, code QCVN 42:2020/BTNMT issued together with Circular 06/2020/TT-BTNMT .

- The metadata of the geodatabase on planning is built according to the provisions of Clause 4, Article 45 of the Law on Topographic and Cartographic, Appendix I of QCVN 42:2020/BTNMT and TCVN 12687:2019 Geodatabases - Building metadata.
