General provisions on technical economic norms for forest investigation from June 22, 2024 in Vietnam

The Minister of Agriculture and Rural Development of Vietnam promulgates Circular 05/2024/TT-BNNPTNT dated April 19, 2024, regulating the technical economic norms for forest investigation in Vietnam.

General provisions on technical economic norms for forest investigation from June 22, 2024 in Vietnam

The general provisions on technical economic norms for forest investigation in Vietnam are as follows:

- Based on the specific conditions of each place and technical measures, adjustment coefficients (K) are applied to calculate the necessary labor costs for each work item when preparing outlines and estimates.

- The application of technical economic norms complies with the requirements specified in the criteria, standards, regulations, and technical guidelines issued by competent state authorities.

- Costs and coefficients applied in forest investigation in Vietnam:

+ Wage level coefficient as prescribed; travel allowance; allowance for hazardous and dangerous occupations; social insurance; health insurance; unemployment insurance; union fees;

+ Difficulty coefficient is used to adjust the field labor level when workers carry out work in places with different difficulty levels;

+ The technical labor level stoppage due to weather conditions for field technical labor.

- Machinery and equipment costs for forest investigation shall not exceed 5% of labor costs.

- Material, tool, water and electricity, communication costs shall not exceed 5% of labor costs.

- technical economic norms for various types of forest investigations are specified in the Appendix issued together with Circular 05/2024/TT-BNNPTNT.

More details can be found in Circular 05/2024/TT-BNNPTNT, effective from June 22, 2024.

Decision 487/QD-BNN-TCCB dated February 26, 2007, on labor norms for forest survey and planning, will cease to be effective from the date Circular 05/2024/TT-BNNPTNT becomes effective.

Programs and projects applying the technical economic norms for forest investigation approved before Circular 05/2024/TT-BNNPTNT takes effect shall continue to be implemented until the conclusion of those programs and projects in Vietnam. In cases where programs or projects approved need to be adjusted after the effective date of Circular 05/2024/TT-BNNPTNT, the technical economic norms for forest investigation outlined in Circular 05/2024/TT-BNNPTNT shall be applied.
