This is a content of Official Dispatch No. 2392/TCT-QLRR dated June 14, 2023 on inspection of e-invoices promulgated by the General Department of Taxation of Vietnam.
According to the Official Dispatch, the General Department of Taxation of Vietnam has developed a feature on the e-invoice application to prevent the issuance of false invoices. Specifically, the main features are as follows:
- The system will automatically compare the total value of sold goods on issued invoices to their input value, expressed as K times the total value of inventory and the total value of purchased goods.
- The system will issue warnings according to parameter K.
According to the above basis, when taxpayers have abnormally high invoice values, they will be warned and included in the list of taxpayers subject to supervision. This list shall be used to consider and identify cases subject to discontinuation of invoice use as per regulation.
Tax authorities shall use existing features while implementing the e-invoice application to notify taxpayers of the discontinuation or continuation of the use of invoices (in compliance with Article 16 of Decree No. 123/2020/ND-CP).
Before the official implementation, the General Department of Taxation of Vietnam shall monitor initial values of K. The General Department of Taxation of Vietnam requests Tax Departments to inspect the “List of taxpayers under supervision due to abnormally high invoice values” under the following guidelines:

The “List of Warned Taxpayers” feature in the e-invoice application shall be used for controlling e-invoices and preventing the issuance of false invoices on the e-invoice application module implemented from June 15, 2023.
- Implementation:
Tax Departments shall assign officials in charge of exporting the “List of taxpayers under supervision due to abnormally high invoice values” using the related feature in the e-invoice application with the supervision date parameter on June 14, 2023 (the data will be summarized until the end of June 14, 2023).
Tax authorities shall, based on the final list, assign officials in charge of taxpayer inspection according to current regulations.
