On October 22, 2024, the Prime Minister of the Government of Vietnam issued Official Dispatch 856/TTg-TCCV on Further enhancement of decentralization and delegation in state management in Vietnam.

Further enhancement of decentralization and delegation in state management in Vietnam

To further promote decentralization and delegation in various fields, the Prime Minister of the Government of Vietnam requires Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-run cities in Vietnam to focus on implementing the following tasks:

* Responsibilities of ministries, ministerial-level agencies

Promptly carry out the tasks assigned in Resolution No. 04/NQ-CP, specifically:

- Focus on implementing the construction of legal normative documents

For Laws, Resolutions of the National Assembly, Decrees of the Government of Vietnam: Develop plans to propose amendments, supplements, or new enactments, report to the Government of Vietnam for consideration and decision in 2024.

For Decisions of the Prime Minister of the Government of Vietnam: Research, propose amendments, supplements, or new enactments, submit to the Prime Minister of the Government of Vietnam for consideration and decision, complete in 2024.

For Circulars of Ministers, Heads of ministerial-level agencies: Actively review, amend, supplement, and issue under authority, complete in the fourth quarter of 2024.

- Review functions, tasks, authority, organizational structure, job positions, and adjust staffing levels accordingly to effectively implement regulations on decentralization and delegation in state management.

- Proactively complete regulations on planning, standards, norms, criteria, conditions, economic-technical norms, price management mechanisms based on the provisions of the Price Law and guiding documents to ensure uniform, synchronized, effective implementation nationwide.

- Strengthen guidance, inspection, and periodic evaluation of the implementation of the decentralized and delegated contents and propose amendments, supplements appropriate to the management level, capacity, and conditions for decentralization and delegation in each region, area, and locality for each stage and sector.

* Responsibilities of the Ministry of Home Affairs of Vietnam

- Monitor, urge the implementation; aggregate, report to the Government of Vietnam, and the Prime Minister of the Government of Vietnam the results of implementation and any arising issues during the implementation of Resolution No. 04/NQ-CP.

- Aggregate proposals, recommendations on decentralization, and delegation sent to industry and field managing ministries to review, amend, and supplement legal normative documents as appropriate.
