Funding for university training meets the human resource needs of ethnic minority areas in Vietnam

Including amendments to regulations on university training funding to meet the human resource needs of ethnic minority areas in Article 49 of Circular 02/2022/TT-UBDT.

Specifically, funding allocation, spending content, and spending levels are as follows:

- College preparatory training institutions are allocated funds to enroll and train pre-university programs corresponding to the enrollment targets assigned by the Ministry of Education and Training after reaching agreement with the Nationalities Committee.

- Funding for undergraduate and postgraduate training is allocated to provinces and centrally run cities to implement by signing training ordering contracts with higher education institutions. The choice of method of signing an order contract is considered and decided by the Provincial People's Committee.

- Expenditure content and level of expenditure on pre-university, university, and post-graduate training shall comply with the provisions of Clause 2, Article 21 of Circular 55/2023/TT-BTC.

(Meanwhile, Article 49 of Circular 02/2022/TT-UBDT stipulates funding allocation, spending content, and spending levels as follows:

- Pre-university training establishments are allocated funds for enrollment and pre-university training corresponding to the training targets assigned by the Ministry of Education and Training after agreement with the Committee for Ethnic Minorities.

- Funding for undergraduate and postgraduate training is allocated to provinces and centrally run cities to implement by signing training contracts with higher education institutions.

- Expenditure content and spending levels for pre-university, university, and post-graduate training comply with the provisions in Clause 1, Article 4, and Clause 2, Article 21 of Circular 15/2022/TT-BTC.)

This amendment is to ensure consistency of regulations between Circular 02/2022/TT-UBDT and Circular 15/2022/TT-BTC. (which has been replaced by Circular 55/2023/TT-BTC).

Circular 02/2023/TT-UBDT takes effect from the date of signing.
