From the 2024 asset declaration period, V social insurance agencies in Vietnam are responsible for submitting the declarations to the Social Insurance Inspectorate. This is stipulated in Official Dispatch 3769/BHXH-TTr dated October 22, 2024, providing supplementary guidance on implementing regulations regarding asset and income control issued by Vietnam Social Security.

From the asset declaration period of 2024, social insurance agencies in Vietnam are responsible for submitting the declaration to the Social Insurance Inspectorate, as stipulated in Official Dispatch 3769/BHXH-TTr dated October 22, 2024, supplementing guidance on the implementation of regulations on asset and income control issued by Vietnam Social Security.

Vietnam Social Security provides additional guidance and adjustments to certain contents in Official Dispatch 4185/BHXH-TCCB dated December 28, 2020, by Vietnam Social Security on implementing regulations on asset and income control for officials and public employees as follows:

- Add to point 2.1, clause 2, Section III, Official Dispatch 4185/BHXH-TCCB dated December 28, 2020: the position of Inspectorate Member not holding management positions in the Social Insurance Inspectorate.

- Adjust the implementation focal point of tasks in clause 1, Section VIII, Official Dispatch 4185/BHXH-TCCB dated December 28, 2020, from the Department of Personnel Organization to the Social Insurance Inspectorate.

- From the annual asset and income declaration period of 2024, units under Vietnam Social Security are responsible for submitting the annual asset and income declarations of those obligated to declare and related reports to the Social Insurance Inspectorate; provincial Social Insurance (SI) units have the responsibility to submit the annual asset and income declarations of the Director, Deputy Director of provincial SI and related reports to Vietnam Social Security (via the Social Insurance Inspectorate) before January 15 of the following year.

For officials and public employees working in units under Vietnam Social Security when declaring assets and income for appointment, reappointment, and for officials and public employees in provincial SI when declaring assets and income for the consideration of appointment, reappointment for the position of Director, Deputy Director of provincial SI, in addition to submitting one asset and income declaration along with related personnel files as guided in point 5.4 clause 5 Section III, Official Dispatch 4185/BHXH-TCCB dated December 28, 2020, a copy of the asset and income declaration should also be submitted to the Social Insurance Inspectorate for monitoring.

To ensure uniform implementation of this content, it is required that:

+ Those obligated to declare assets and income should submit the declaration to the department assigned to receive the asset, income declaration of their unit or the provincial SI for review, acknowledgment, and compilation to be sent to the Social Insurance Inspectorate (units under Vietnam Social Security submit directly; provincial SI units send via document courier).

+ Those obligated to declare assets and income are responsible for the truthfulness, completeness, and consistency in the content of the declarations submitted to the Department of Personnel Organization and the Social Insurance Inspectorate.

- Other contents related to asset and income control (beyond the 03 mentioned contents above) continue to be implemented according to the guidance in Official Dispatch 4185/BHXH-TCCB dated December 28, 2020, and the legal regulations on anti-corruption and negative behaviors.
