From July 13, 2017, Fertilizer Importation No Longer Requires a Permit

According to the provisions of Circular 07/2017/TT-BCT of the Ministry of Industry and Trade, the following fertilizers are only allowed to be imported through international border gates and main border gates:

- Urea, whether or not in aqueous solution (Item code 3102.10.00);- Mineral or chemical fertilizers containing three elements: nitrogen, phosphorus, and potassium (Item code 3105.20.00).

The importation of fertilizers through auxiliary border gates, crossings is only permitted after receiving approval from the Provincial People's Committee based on the consensus with the Ministry of Industry and Trade.

Thus, from July 13, 2017, the abovementioned fertilizer items are no longer subject to automatic import licensing policies.

Circular 07/2017/TT-BCT abolishes Circular 35/2014/TT-BCT which stipulates the application of automatic import licensing policies for fertilizers.
