On December 28, 2021, the Government issued Decree 123/2021/ND-CP amending and supplementing a number of articles of the Decrees on sanctioning of administrative violations in the maritime domain; road and railway traffic; domestic airline.

Accordingly, the fines for motorcyclists who do not wear helmets will be doubled from January 1, 2022, specifically as follows:

A fine of between VND 400,000 and VND 600,000 for vehicle operators:

- Do not wear “helmets for motorcyclists” or “helmets for motorcyclists” that do not properly fasten the straps when operating the vehicle in traffic on the road.

- Carrying people sitting on vehicles without wearing "helmets for motorcyclists and motorbikes" or wearing "helmets for motorcyclists and motorbikes" without proper straps, except for the case of transporting sick people giving first aid, children under 06 years old, escorting people who commit illegal acts;

(Currently, the fine for these violations is a fine from 200,000 VND to 300,000 VND).

Along with that, people transported on motorbikes, mopeds (including electric motorbikes) and similar vehicles do not wear helmets or do not wear helmets without properly fastening straps when participating in traffic on the road. Roads shall be fined 400,000-600,000 VND. (Currently, the fine is from 200,000-300,000 VND).

Decree 123/2021/ND-CP takes effect from January 1, 2022.
