From December 25, 2019, Commune-level Officials Must Have University Degrees or Higher

Circular 13/2019/TT-BNV guiding certain regulations on commune-level officials and part-time workers at commune level, in villages, and residential groups was issued on November 6, 2019.

Officials at the commune level must meet the criteria stipulated in Article 3 of Decree 112/2011/ND-CP and the following specific standards:

- Age: Must be at least 18 years old;- General education level: Must have graduated from high school;- Professional qualification: Must have a university degree or higher in a field appropriate to the job requirements of each commune-level official position, or an intermediate level or higher for officials working in mountainous, highland, island, or ethnic minority areas;- Information technology level: Must have a certificate of basic information technology skills.

Note, the conditions for registering for commune-level official recruitment are carried out according to the provisions of Article 6 of Decree 112/2011/ND-CP, without distinction of training types, public or non-public schools.
