From 2021, no issuance of Joint Circulars between Ministers, Heads of Ministry-equivalent Agencies

This is newly promulgated content under the Law on the Promulgation of Legal Documents (Amended) 2020.

This Law stipulates that in the system of legislative documents, Joint Circulars between Ministers, Heads of Ministerial Equivalent Agencies shall not be issued.

In addition, besides the legislative documents mentioned in Article 4 of the 2015 Law on Promulgation of Legal Documents, the following documents are also defined as legislative documents effective from January 1, 2021, specifically:

- Joint Resolutions between the Standing Committee of the National Assembly, the Government of Vietnam, the Presidium of the Central Committee of the Vietnam Fatherland Front;- Joint Circulars between the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the Auditor General, Ministers, Heads of Ministerial Equivalent Agencies.

At the same time, this Law also stipulates that the following documents will no longer be part of the legislative document system:

- Joint Circulars between the Chief Justice of the Supreme People's Court and the Head of the Supreme People's Procuracy;- Joint Circulars between Ministers, Heads of Ministerial Equivalent Agencies and the Chief Justice of the Supreme People's Court, Head of the Supreme People's Procuracy.
